An evil foster father raped a woman for seven years.
Kelly Kemmy, 24, gave up her right to anonymity on Friday to expose 11-year-old predator Stephen Murray.
The 56-year-old pleaded guilty to 14 rape charges, two oral rape charges, and one sexual assault charge.
Murray raped Kelly four or five times a week for more than six years, from February 2009 to December 2015.
The now-mum-of-one was 11 when the incidents began.
Tusla CEO Bernard Gloster said the agency is “dreadfully sorry” for what happened to Kemmy while she was in state care, but an apology “doesn’t go far enough.”
When she needed to feel safe, the person she should have been able to rely on the most committed the most egregious acts sustained over a long period of time,” he told RTÉ’s This Week radio program.
“No apology will do. Insufficient.
A huge letdown and a breach of trust in a foster care system with over 4,000 carers doing vital work with children.
“In this case, the most serious abuses were committed in a very secretive manner.”
Ms. Kemmy said Tusla and her foster father had let her down.
Ms. Kemmy will receive an internal review.
Judge McDermott said Murray’s actions constituted gross sexual abuse.
He said her victim impact statement showed the victim suffered psychologically, physically, and emotionally.
The woman told gardai that between the ages of 11 and 18, the man raped her four to five times per week.
