The Justice Minister wants to target criminal assets faster under new Bureau plans.

The CAB is trying to contact cartel boss Daniel Kinahan so they can seize his Dublin mansion, which can take up to seven years.

Minister McEntee wants to speed up the lengthy process so criminals can’t enjoy their gains for too long.

She was speaking before the launch of the 2021 Annual Report, which shows CAB returned €5.5 million to the Exchequer and deprived criminals of €10.9 million.

Revenue Settlements accounted for €4.4 million, Proceeds of Crime for €1.14 million, and Social Welfare for €0.364 million.

The 2021 report marks the 25th anniversary of the CAB, which was established after the 1996 murders of Garda Jerry McCabe and Journalist Veronica Guerin.

Between 1996 and 2021, the exchequer received €204 million in tax settlements, criminal proceeds, and Social Welfare recoupments.

John Gilligan, George “The Penguin” Mitchell, and Liam Byrne were previous CAB targets.

Over 360 Proceeds of Crime cases involving €170 million have been filed.

The High Court issued orders on 360 assets worth €8,386,853 in 2021, up from 102 in 2020.

This included properties, cars, jewelry, and designer clothing from Canada Goose, Rolex, Louis Vuitton, Moncler, and Cartier.

Minister McEntee said CAB is a vital tool in fighting organized crime.

CAB targets criminals’ ill-gotten gains, which hurts them financially.

In 2021, the Bureau’s 25th anniversary, the exchequer received €5.5 million. In one case, €5.4 was recovered and returned.

“We’re also looking at how to best support CAB’s important work; last year, my department completed a review with recommendations.

“Reducing the timeframe for a ‘disposal order’ is a priority for me.

“Once the High Court determines an asset is criminal proceeds, it can take seven years to confiscate it.

“I want to reduce the seven-year statutory timeframe for a ‘Disposal Order’ Reducing this period would prevent criminals from profiting for longer.

It sends a message to organized crime

“I also want CAB to publish tax defaulters’ names and settlement details.

“Subject to the Attorney General’s advice, I hope to finalize a General Scheme for new legislation in the fall”
